PRESBYTERY OF HAMILTON

 

XIII       MOTHERWELL: 4th OCTOBER, 2005 

At MOTHERWELL: DALZIEL ST. ANDREW’S PARISH CHURCH HALLS  on the 4th Day of October, Two Thousand and Five years, on which day the PRESBYTERY OF HAMILTON met and was constituted in prayer.

97.       SEDERUNT

            The Rev. Norman B. McKee, Moderator, the Rev. Shaw J. Paterson, Clerk and others as per signed lists in retentis (Total –   54 Ministers;   1 Deacon;  80 Elders; 12 Corresponding Members).

           

98.       TRIBUTE

The Rev. Derek Hughes in fitting terms paid tribute to the Rev. George Baird, who died on 1st October, 2005.  The Clerk was instructed to hold the tribute in retentis and to send a copy, together with an expression of the sympathy of the Court to the family.

 

99.       WELCOME

            The Moderator addressed appropriate words of welcome to the to the Rev. Fiona Nicolson recently inducted to the pastoral charge of Coatbridge: St. Andrew’s and Miss Margaret Rose a Probationer serving within the Presbytery.

 

100.     MINUTES

            The Minutes of Meeting X, XI, and XII (2005) were read and approved.

 

101.     INTIMATIONS

            Intimations were made.

 

102.     PRESENTATION OF READERS AND STUDENTS

            The Rev. Michael G. Lyall introduced to the Moderator – Richard Beattie, Sheena Bell, Anne Clemenson, William Cruickshanks, William Hawthorne, Eric Hislop, Sam Hewitt, Elizabeth Leckie, Leslie Queen, Rowan Robertson, Ian White and William Wilson (Readers);  Malcolm Anderson, Steven Preston and Stuart McIlroy (Readers in Training);  James McRae (Reader Emeritus);  Maxine Buck (Auxiliary Ministry Student); Carly Kyle (Student) and Dorothy Getliffe.  Apologies were received from Leslie Falconer, Frank Haggerty, Dickson Keir, Isaac McLeary, Georgina McMillan, Alex Smith and Tam Stevenson.

 

103.     OVERTURE ANENT LICENTIATES OF THE CHURCH OF SCOTLAND, AMENDING ACTS II AND IX 2002

            The Presbytery called for the presentation of the Overture, giving in by the Rev. Michael G. Lyall.  

 

            It was moved, seconded and agreed that Presbytery accept the Overture and there voted For 135   and nil Against.

 

104.     REMIT: MANSE GUIDELINES

            The Presbytery called for the report from the Parish Planning Committee, given in by Mr. David Findlay, Vice-Convener.

 

            It was moved, seconded and agreed:

1.         a) The Presbytery commends the Guidelines for Manses issued by the General Trustees as a sensible model for Financial Boards in their planning for the maintenance of Manses.

b) The Presbytery instructs Financial Boards to record on a form to be devised by the Parish Planning Committee and to be included within their Property Register confirmation that an annual inspection of the Manse has been undertaken, signed by the Clerk to the Financial Board and the Minister.

            c) The Presbytery instructs the Parish Planning Committee, through the annual inspection of Records, to monitor the implementation of the Guidelines and to report on their implementation as appropriate.

            d) The Presbytery instructs the Clerk to issue the Guidelines for Manses to all Session Clerks together with this Deliverance.

 

105.     SCOTTISH CHURCHES INDUSTRIAL MISSION

            The Moderator welcomed Deacon Lewis Rose, National Co-ordinator for the Scottish Churches Industrial Mission, and invited him to address the Court.  Mr. Rose highlighted the work of the Industrial Chaplains

 

106.     REVIEW COMMITTEE

            The Presbytery called for the report of the Review Committee which was given in by the Rev. Scott Raby, Convener.

 

            It was moved, seconded and agreed:

 

1.         The Presbytery receives the report.

2.         The Presbytery notes the progress made by the Review Committee in its meetings with Committee Conveners, and thanks its Committees and Conveners for their contributions thus far.

 

107.     CO-ORDINATING COMMITTEE

The Presbytery called for the report of the Co-ordinating Committee which was given in by the Rev. Margaret F. Currie, Convener.

 

It was moved, seconded and agreed:

 

1.         The Presbytery receives the report.

2.         The Presbytery agrees to send copies of tributes paid to Ministers to the Editor of the Life & Work magazine.

3.         The Presbytery grants permission to the Rev. Peter Johnston for paternity leave for weeks ending 20th and 27th November, 2005.

4.         The Presbytery agrees to the request of the Rev. W. S. Dunn to retire on 17th April, 2006.

5.         The Presbytery homologates the action of the Clerk in submitting the names of the Rev. A. Moore, Rev. W. S. Dunn, Mr. K. Griffiths and Mr. D. S. Alexander to serve on Commissions of Assembly.

ADDENDA

1.         The Presbytery notes that the Clerk has attested the Electoral Register for Airdrie: High as containing the names of 383 members and 3 adherents.

2.         The Presbytery accepts the resignation of Mr. Hugh Neilson as a member of the Investigating Committee at Blantyre: Old

3.         The Presbytery notes receipt of a Presbyterial Certificate, issued by the Presbytery of Edinburgh, in the name of the Rev. David E. P. Currie and agrees to admit him to membership.

4.         The Presbytery notes that the Representative Elder for Bothwell Parish Church is now Miss Margaret Hutchison, 2 Clyde Avenue, Bothwell.

 

108.     PARISH DEVELOPMENT COMMITTEE

The Presbytery called for the report of the Parish Development Committee which was given in by the Rev. Dr. Klaus O. Buwert, Convener.

 

It was moved, seconded and agreed :

           

1.         The Presbytery receives the report.  

2.         The Presbytery encourages all interested ministers and members to attend the Emerging Church Conference on 18th November in Kirkcaldy.

3.         The Presbytery encourages Local Area Mission Committees to organise a Church exchange on Christ the King Sunday, 20th November, 2005, whereby each Church send representatives to each other church in the Local Area.

4.         The Presbytery encourages prayer for the organisers, participants and young people involved in the Uddingston Focus week in November.

5.         The Presbytery encourages Sunday Schools within its bounds to consider the Advent Event organised by the Children’s Ministry Advisers on 2nd December as an alternative to the traditional pantomime outing.

6.         The Presbytery thanks the organisers of the Big Saturday for an outstanding day   of inspiration and  challenge. The Presbytery receives the report.         

 

109.     PASTORAL SUPPORT

The Presbytery called for the report of the Pastoral Support Committee which was given in by the Rev. Karen Harbison, Convener.

 

It was moved, seconded and agreed:

           

1.         The Presbytery receives the report.

2.         The Presbytery appoints the following ministers along with their Presbytery Elders to form the teams for Quinquennial visits of 2005/2006.

Hamilton: Old – Rev. I. Thom;  Hamilton: Cadzow – Rev. S. McGill;  Hamilton:Burnbank lw North – Rev. K. Mackenzie;  Strathaven: East lw Glasford – Rev. E. Waddell;  Motherwell: Manse Road – Rev. P. Carruth;  Motherwell: South Dalziel – Rev. Douglas Wallace; Coatbridge: Calder – Rev. A. Paton;  Airdrie: New Monkland lw Greengairs – Rev. George Macdonald;  Caldercruix and Longriggend- Rev. J. McPake;  East Kilbride: West – Rev. W. Stewart;  East Kilbride: Mossneuk – Rev. J. Jackson;  Uddingston: Old – Rev. A. Lusk;  Uddingston: Park – Rev. R. Mackenzie.

3.         The Presbytery notes with deep concern the situation at East Kilbride: Greenhills with particular reference to the manse and reiterates its deliverance of 6th September, 2005 on this matter.

 

110.     CHURCH AND SOCIAL INTEREST COMMITTEE

            The Presbytery called for the report of the Church and Social Interest Committee which was given in by Mr Duncan Gray, Convener.

 

            It was moved, seconded and agreed:

 

1.         The Presbytery receives the report.

2.         The Presbytery nominates the Rev. Derek Pope, BD, as part-time Chaplain at Hartwood Hospital, Shotts.

3.         The Presbytery notes North Lanarkshire Council Education Committee’s consultative document concerning the closure of Albert Primary School and rezoning for non-denominational Primary Education and offers the following comments:

a)         the Presbytery has reservations as to whether or not, following the proposed closure of Albert Primary School,  the subsequent rezoning will meet the aspirations of parents in all the schools affected.

b)         the Presbytery has concerns over the siting of the new Clarkston Primary School in the grounds of the former Boots Factory in relation to the safety of some pupils crossing  main roads.

 

111.     PARISH PLANNING COMMITTEE

The Presbytery called for the report of the Parish Planning Committee which was given in by Mr. David Findlay, Vice-Convener.

 

It was moved, seconded and agreed:

1.         The Presbytery receives the report.

2.         AIRDRIE: NEW MONKLAND

The Presbytery approves the application to alter the sanctuary to provide a meeting room and toilet for disabled and to halls to form toilets for disabled costing £67,749 including VAT based on contractors’ quotations.  Approval already received from Committee on Church Art and Architecture. Approval is also given to seek grants and loans which may be available.

3.         COATBRIDGE: CALDER

The Presbytery approves the rebuilding of boundary wall, railings and gates together with secondary glazing to windows at church and fitting double glazed windows at the manse costing £17968 including VAT based on contractors’ quotations. Approval is also given to seek grants and loans which may be available.       

4.         HAMILTON: OLD

The Presbytery approves the refurbishment of bathroom in manse and ladies toilet in halls totalling £21,549.33 including VAT based on contractors’ quotations being paid from funds held on the congregation’s behalf by the General Trustees.

5.         BELLSHILL: WEST

The Presbytery approves the erection of a telecommunications mast within halls’ grounds funded by T Mobile.

6.         HAMILTON: GILMOUR AND WHITEHILL

The Presbytery approves the replacement of security gate at manse and fitting door at entrance to church o conserve heat costing £1480 including VAT based on contractors’ quotations being paid for from funds held on the congregation’s behalf by the General Trustees.

7.         EAST KILBRIDE: WEST

            Further to the approval granted in June 2004 for the replacement of the halls, costs of which have increased by £191k based on contractors’ quotations, the Presbytery approves the sale of an adjoining parcel of land to the builder of the halls for the erection of four two-bedroom flats to cover this additional cost.

8          BOTHWELL

The Presbytery approves the alteration of church to comply with Disability Discrimination Act 1995 totalling £3159 including VAT based on contractor’s quotation. Funds are to hand. 

9.         WISHAW: CAMBUSNETHAN NORTH

The Presbytery approves the Professional Second Follow-on Property Report  and awaits the response of the office bearers as to the contents and recommendations.

ADDENDUM

The Presbytery grants permission to Airdrie: High to lease the Manse during the period of the vacancy.

 

112.     VACANCY PROCEDURES COMMITTEE

The Presbytery called for the report of the Vacancy Procedures Committee which was given in by Rev Robert M. Kent, Convener.

 

It was moved, seconded and agreed :

 

1.         The Presbytery receives the report.

 

113.     ADJOURNMENT

There being no further business the Presbytery adjourned at 8.15 p.m. to meet for Ordinary Business within Motherwell: Dalziel St. Andrew`s Church Halls on Tuesday, 1st November, 2005 at 7.00 p.m.
