PRESBYTERY OF HAMILTON

 

 

 

XIII      MOTHERWELL: DALZIEL ST. ANDREW`S CHURCH

 

            At Motherwell: Dalziel St. Andrew`s Church, on the Fifth Day of November, Two Thousand and two years, on which day the PRESBYTERY OF HAMILTON met and was constituted with prayer.

137.    SEDERUNT

 

            The Rev. Margaret F. Currie, Moderator, the Rev. James H. Wilson, Clerk, and others as per signed lists in retentis. (Total: 51 Ministers; 3 Deacons; 78 Elders).

 

138.    ORDINATION OF DEACONS

 

The Presbytery, pursuant to its resolution of 1st October, 2002 and of the General Assembly of 2002 met to ordain the three members of the Diaconate serving within the bounds.  After devotional exercises conducted by the Moderator, the Moderator put to J. Paul Cathcart, Raymond Deans and William Wishart the presvribed question.  To this they returned satisfactory answer and thereafter signed the Formula.  Whereupon the Moderator, by prayer, with the imposition of hands in which appointed Presbyters joined, ordained the said J. Paul Cathcart, Raymond Deans and William Wishart to the office of Deacon.  The Deacons having received the right hand of fellowship were suitably addressed by the Moderator.

This meeting was adjourned.

 

139.    MINUTES

 

            The Presbytery having re-convened in prayer, the Minutes of Meeting X (2002) were read, corrected and approved.

 

140.    WELCOME

 

            The Moderator addressed appropriate words of welcome to the Rev. Colin A. Sutherland, recently inducted Minister at Blantyre: Livingstone Memorial.

 

141.    AGENDA

 

            The agenda was submitted, adjusted and approved.

143.    CONGRATULATIONS

 

            The Moderator offered the congratulations of the Court to the Rev. David Doyle on the 25th anniversary of his ordination.

 

 

144.    BUSINESS COMMITTEE

 

            The Presbytery called for the report of the Business Committee which was given in by the Rev. James G. Munton, Convener.  Mr. Munton, before submitting the report,  expressed the Court`s thanks to the Moderator for her impressive and reverent conduct of the Service of Ordination of Deacons. 

 

            It was unaimously agreed :

 

1.         MRS. HILARY McDOUGALL

            The Presbytery agrees to the request of the Presbytery of Glasgow that the supervision of Mrs. McDougall be transferred from that Presbytery to the Presbytery of Hamilton for the purpose of undertaking her fourth placement.

 

2.         ATTESTATION OF ELECTORAL REGISTER

            The Presbytery notes that the Clerk has attested the Electoral Register of Coatbridge: Old Monkland as containing the names of 363 Communicants and 3 Adherents.

 

ADDENDA

           

1.         REV. COLIN M. BROUGH

            The Presbytery notes receipt of intimation from the Presbytery of Dundee of the Induction of the Rev. Colin M. Brough to the Church and Parish of Dundee: Mains of Fintry on 23rd October, 2002.

 

2.                  LOCUM TENENS

The Presbytery notes and approves the appointment of Mrs. Elizabeth Leckie as Locum Tenens at Hamilton: South lw Quarter with effect from 14th October, 2002.

 

3.                  REV. JOHN COLLARD

The Presbytery agrees to the request of the request of the rev. John Collard that, for administrative purposes, the date of his demission from East Kilbride: Claremont be changed from 13th October, 2002 to 20th October, 2002.

 

145.    PROPERTY COMMITTEE

 

            The Presbytery called for the report of the Property Committee which was given in by Mr. R. Marwick, Convener.

 

            It was unanimously agreed :

 

1.         BLANTYRE OLD

            The Presbytery approves in principle the application by Blantyre: Old to upgrade their properties at an estimated sum of £420,000.  Approval is also given to seek release of funds held on the congregation`s behalf by the General Trustees.  The concurrence of the Forward Planning Committee is noted.

 

2.         STONEHOUSE: ST. NINIAN`S

            The Presbytery approves the application by Stonehouse: St. Ninian`s to the fitting of a stained glass window in memory of James Anderson as gifted by the family.  The concurrence of the Forward Planning Committee is noted.

 

3.         COATBRIDGE: TOWNHEAD

            The Presbytery approves the Second Follow-On Property Survey and Condition Report on Coatbridge: Townhead and awaits the response of the office bearers to the contents and recommendations.

 

4.         MOTHERWELL: ST. MARY`S

            The Presbytery approves the Second Follow-On Property Survey and Condition Report on Motherwell: St. Mary`s and awaits the response of the office bearers to the contents and recommendations.

 

5.         EAST KILBRIDE: CLAREMONT

            The Presbytery approves the Second Follow-On Property Survey and Condition Report on East Kilbride: Claremont and awaits the response of the office bearers to the contents and recommendations.

 

146.    STEWARDSHIP COMMITTEE

 

            The Presbytery called for the report of the Stewardship Committee which was given in by Mr. A. D. McHenry, Convener.

 

            It was unanimously agreed:

 

            The Presbytery approves the presentation of the 2003 Mission and Aid allocations with the exceptions of Bargeddie where the figure has been reduced from £8,181 to £5,000 and Airdrie: Calderbank where the figure has been reduced from £2,061 to £1,700.

 

147.    HOSPITAL AND HOMES COMMITTEE

 

            The Presbytery called for the report of the Hospital and Homes Committee which was given in by the Rev. J. Grier, Convener.

 

            It was unanimously agreed :

 

1.                  The Presbytery notes that the annual reports of all part-time Hospital Chaplains have been received and forwarded to the Board of National Mission.

 

2          The Presbytery commends the Chaplains for the work they do in the name of the Lord Jesus.

 

148.    NOMINATION COMMITTEE

 

            The Presbytery called for the report of the Nomination Committee which was given in by Mr. J. D. Park, Vice-Convener.

 

            It was unanimously agreed :

                                                           

            The Presbytery appoints the Rev. W. B. McDowall, Convener and the Rev. D. M. Wallace, together with Mr. I. Sharp and Mr. D. M. Gray to be the Advisory Committee in the vacancy at Coatbridge: Blairhill Dundyvan.

 

149.    FORWARD PLANNING COMMITTEE

 

            The Presbytery called for the report of the Forward Planning Committee which was given in by Mr. D. Alexander, Convener.

 

            It was unanimously agreed :

 

1.                  EAST KILBRIDE: CLAREMONT

The Presbytery resolves to grant the congregation of East Kilbride: Claremont an unrestricted Call, subject to the concurrence of the General Assembly`s Committee on Parish Reappraisal.

 

ADDENDA

 

1.         HAMILTON SOUTH LW QUARTER

Presbytery resolves to grant the congregations of Hamilton: South lw Quarter an unrestricted Call, subject to the concurrence of the General Assembly's Committee on Parish Reappraisal.

 

2.         MOTHERWELL: SOUTH DALZIEL

Presbytery approves the request of Motherwell: South Dalziel to seek grant funding from the General Trustees to undertake a feasibility study concerning the future use of buildings in relation to discussions concerning the Forward Plan for that area involving Crosshill, Manse Road and South Dalziel.

 

150.    CHURCH EDUCATION COMMITTEE

 

            The Presbytery called for the report of the Church Education Committee which was given in by the Rev. K. Harbison, Convener.

 

            It was unanimously agreed:

 

1.                  The Presbytery notes that a Christmas Workshop for Sunday School Leaders and others working with children will be held on Sunday, 24th November in Motherwell: South Dalziel from 2.15 p.m. to 4.30 p.m.  This will include games, craft ideas, etc.  Course fees are £2 per person and bookings can be made by contacting Sheena Wilson (01355 222027).

 

2.         The Presbytery notes that Briefing Sessions for Child Protection Co-ordinators are being held as follows: 9th November – Airdrie: High for Airdrie and Coatbridge Attestation Areas;  13th November – Hamilton: St. Andrew`s for Hamilton, and Uddingston and Bothwell Attestation Areas; 30th November – Wishaw: Chalmers for the Motherwell and Wishaw Attestation Areas.  The briefing for East Kilbride and Strathaven Attestation Areas has already taken place.  Presbytery notes that due to changes in Child Protection legislation and practice, it is vital that all Co-ordinators attend a briefing.  Further information about these sessions is available from Mary Coles.

 

 

3.         The Presbytery notes that a multi-media system is available to charges within the bounds at a very reasonable hire charge and encourages churches to make use of this facility.  Bookings and further information from Bill Wishart.

 

151.    ORDER OF THE DAY

BOARD OF MINISTRY

 

            Under an Order of the Day at 8.15 p.m. the Presbytery called for the report of the Board of Ministry which was given in by the Rev. S. J. Paterson, Convener.

 

            PRESENTATION OF STUDENTS AND READERS

 

            Mr. Paterson introduced to the Moderator Mr. Gavin Black and Mrs. Hilary McDougall, Students, Miss Sheena Bell, Miss Anne Clemenson, Mr. William Cruickshanks, Mr. Leslie Falconer, Mr. William Hawthorne, Mr. Eric Hislop, Mr.Sam Hewitt, Mrs. Elizabeth Leckie, Mr. James McRae, Mr. Leslie Queen, Mr. Rowan Robertson, Mr. Ian White and Mr. William Wilson, Readers, together with Mr. Dickson Keir and Ms Georgina MacMillan, Readers in Training, and they were suitably addressed by her. Apologies were received from Mr. Frank Haggerty, Mr. Alex Smith, Mr. Richard Beattie, Readers, and Mr. Robert Simpson, Student.

 

            It was unanimously agreed:

 

1.                  The Presbytery notes that the Minimum Stipend for 2003 has been declared at £19,486 and a manse, representing an increase oif £749 (4%) over that for 2002.

 

2.         The Presbytery notes that the Service Supplement payable in 2003 to Ministers below the age of 65 years will be £833 for five years` qualifying service, £1,666 for six years` qualifying service, £2,499 for seven years` qualifying service, £3,332 for eight years` qualifying service and £4,166 for nine or more years` qualifying service.

 

3.         The Presbytery notes that as part of the continued operation of the Service Supplement Scheme, stipends are payable in accordance with an appropriate stipend scale of 10 bands representing a differential of 15% between the minimum stipend and that for band 10.

 

4.         The Presbytery notes that all stipends are on scale.

 

5.                  The Presbytery approves the stipends for 2003.

 

6.         The Presbytery notes receipt of a study leave application from the Rev. Shaw J. Paterson (Strathaven: Rankin lw Chapelton) in respect of background reading and assignment preparation plus attendance at classes for the Post Graduate Diploma in Palliative Care at Glasgow University, and further notes its approval by the General Assembly`s Board of Ministry.

 

152.    STATE EDUCATION COMMITTEE

 

            The Presbytery called for the report of the State Education Committee which was given in by the Rev. J. S. Cook, Convener.

 

            It was unanimously agreed :

 

1.                  The Presbytery nominates the Rev. James G. Munton as the Church Education Representative on North Lanarkshire Council.

 

2.         The Presbytery notes with pleasure the support of the Presbytery of Glasgow in the nomination of the Rev. James G. Munton.

 

2.                  The Presbytery notes the unanimous acceptance of the Rev. James G. Munton`s nomination by the General Assembly’s Committee on Education and of their advice to North Lanarkshire Council of this nomination.

 

SUSPENSION OF STANDING ORDERS

 

            At 8.25 p.m. it was moved and unanimously agreed to suspend Standing Orders to permit consideration of the next item of business.

 

153.    ORDER OF THE DAY

PARISH DEVELOPMENT AND MISSION COMMITTEE

 

            Under an Order of the day at 8.25 p.m. the Presbytery called for the report of the Parish Development and Mission Committee which was given in by the Rev. I. C. Murdoch, Convener.

 

            It was unanimously agreed :

 

1.         The Presbytery notes receipt of the annual Team Report from Hamilton: Trinity, and commends the Rev. Karen Harbison and Mr. Alec Govan for their work and witness, individually and together.

 

154.    ADJOURNMENT

 

There being no further business the Presbytery adjourned at 8.29 p.m. to meet in hunc effectum within Motherwell: Dalziel St. Andrew`s Church Halls on Tuesday, 19th November, 2002 at 7.15 p.m. to debate the report of the Presbytery Review Committee:  and for Ordinary Business within Motherwell: Dalziel  St.  Andrew`s  Church  Halls on Tuesday, 3rd December, 2002 at 7.00 p.m. of which public intimation having been made, this meeting was closed with prayer.
