The Edict for the Induction of the Rev. John M. A. Thomson, BD, ThM, to the Church and Parish of Hamilton: Old was returned duly served. No objector to the life and doctrine of Mr. Thomson having appeared, devotional exercises were conducted by the Rev. Arthur P. Barrie and the Moderator put to Mr. Thomson the prescribed questions. To these he returned satisfactory answers and thereafter signed the Formula: whereupon the Moderator, by prayer, inducted the Rev. John M. A. Thomson to the pastoral charge of Hamilton: Old. Mr. Thomson, having received the right hand of fellowship, was suitably addressed by the Moderator who also, in appropriate terms, exhorted the congregation.

The name of the Rev. John M. A. Thomson was added to the Roll of the Presbytery and the Clerk was instructed to give certified intimation to the Session Clerk.

The Moderator offered the congratulations of the Court to the Rev. William G. Beattie on the 50th anniversary of his ordination. Mr. Beattie made suitable reply.

153. BUSINESS COMMITTEE

The Presbytery called for the report of the Business Committee which was given in by the Rev. J. G. Munton, Convener.

It was unanimously agreed:

The Presbytery notes with pleasure receipt of a letter from Hamilton South Presbyterial Council of the Guild offering congratulations and best wishes to the Rev. Dr. John C. Sharp on his election as Moderator for the year 2001-2002.

2. PRESBYTERY OF GLASGOW

The Presbytery notes receipt of an Extract Minute of the Presbytery of Glasgow of date 9th October, 2001 agreeing to the demission of the Rev. Douglas Wallace from the Church and Parish of Glasgow: Fernhill and Cathkin in order to take up appointment as minister at East Kilbride: Stewartfield.

3. REQUEST FOR MODERATOR

The Presbytery approves the request from Newarthill Parish Church that the Moderator, in his official capacity, attend a Service of Praise on Sunday, 10th March, 2002 to mark the 200th anniversary of the congregation’s formation.

ADDENDA

1. OVERTOWN PARISH CHURCH

The Presbytery, noting that six calendar months have elapsed since the congregation of Overtown was granted an extension to its permission to call a Minister under Terminable Tenure, and that no appointment has been made, grants the congregation a further six months in which to reach a settlement.

2. MOTHERWELL: SOUTH DALZIEL

The Presbytery grants permission to Motherwell: South Dalziel to worship in the church hall while repairs to the heating system are being carried out.

154. PROPERTY COMMITTEE

The Presbytery called for the report of the Property Committee which was given in by Mr. R. Marwick, Convener.

It was unanimously agreed:

1. UDDINGSTON: BURNHEAD

The Presbytery approves in principle the application by Uddingston: Burnhead to alter the halls to accommodate the Viewpark Family Centre costing an intended £47,000. Funds provided by outside parties and to provide a long-term lease subject to the approval of the General Trustees. The concurrence of the Forward Planning Committee is noted.

2. HAMILTON: CADZOW

The Presbytery approves the application by Hamilton: Cadzow to resurface the Church car park costing £12,605.40 inclusive of VAT based on contractors` quotations with funds provided by others. The concurrence of the Forward Planning Committee is noted.

3. WRANGHOLM KIRK

The Presbytery approves the application by Wrangholm Kirk to carry out various repair and upgrading works to Church, Halls and Manse costing £52,220.42 inclusive of VAT based on contractors` quotations. Approval is also granted to apply for grants and loans which may be available. The concurrence of the Forward Planning Committee is noted.

4. BELLSHILL: WEST

The Presbytery approves the application by Bellshill: West to extend the Manse by one room and toilet costing £20,199 inclusive of VAT based on contractors` quotations. Concern is noted on the inconvenience which will be caused to the Manse family and suitable alternative accommodation must be provided during the programme of works on site. Approval is also granted to apply for grants and loans which may be available. The concurrence of the Forward Planning Committee is noted.

5. EAST KILBRIDE: OLD

The Presbytery approves the professional second follow on property survey and condition report on East Kilbride: Old and awaits the response of the office bearers to the contents and recommendations.

6. HAMILTON: HILLHOUSE

The Presbytery approves the professional second follow on property survey and condition report on Hamilton: Hillhouse and awaits the response of the office bearers to the contents and recommendations.

155. ORDER OF THE DAY

PARISH DEVELOPMENT AND MISSION COMMITTEE

Under an Order of the Day at 7.32 p.m. the Presbytery called for the report of the Parish Development and Mission Committee which was given in by the Rev. I. Murdoch. Mr. Murdoch requested that the Rev. M. G. Lyall present the section of the report dealing with "Church without Walls" and this was agreed.

It was unanimously agreed:

1. The Presbytery notes the receipt of an annual report from its Prison Chaplains at HM Prison Shotts. It thanks the Rev. Andrew Campbell and Rev. Iain Greenshields, both working part-time at HM Prison Shotts, for their commitment and their contributions over the 12 months. Presbytery commends the team at Shotts to our prayers. It is noted that the Chaplaincy at Shotts will change in the first half of 2002, from being sponsored by the Scottish Prison Service to full-time Chaplaincy with an appointment made by the Board of National Mission, supported by some part-time chaplains.

2. The Presbytery notes receipt of the "Church without Walls" report and discussion worksheet, and reminds every Minister, Kirk Session and Congregation of the importance of its instructions and recommendations, and of working out the implications for being Christ`s Church.

156. STEWARDSHIP COMMITTEE

The Presbytery called for the report of the Stewardship Committee which was given in by Mr. A. D. McHenry, Convener.

The Presbytery approves the presentation of the 2002 allocations with the exception of Bellshill: Macdonald Memorial where the figure has been reduced by £500 to £6,010.

157. NOMINATION COMMITTEE

The Presbytery called for the report of the Nomination Committee which was given in by the Rev. M. F. Currie, Convener.

It was unanimously agreed :

1. The Presbytery appoints the Rev. T. L. Pollock to be the Interim Moderator of the Kirk Session of Coatbridge: Clifton.

2. The Presbytery appoints the Rev. M. G. Lyall, Convener, and the Rev. N. B. McKee, together with Mr. H. Webster and Mrs. A. Macauslane to be the Advisory Committee in the vacancy at Coatbridge: Clifton.

158. FORWARD PLANNING COMMITTEE

The Presbytery called for the report of the Forward Planning Committee which was given in by Mr. D. S. Alexander, Convener.

It was unanimously agreed :

The Presbytery notes the receipt of new Guidelines relating to Reviewable and Terminable Tenure from the General Assembly`s Committee on Parish Reappraisal for implementation in relation to all future Reviewable and Terminable Tenure charges.

159. CHURCH EDUCATION COMMITTEE

The Presbytery called for the report of the Church Education Committee which was given in by the Rev. K. E. Harbison, Convener.

It was unanimously agreed :

1. The Presbytery notes that the next National Youth Assembly will be held in Glasgow from 30th August to 2nd September, 2002, and that it is open to those aged 16-25. The Presbytery invites two young people who live within the bounds of Presbytery to attend the Assembly and agrees that costs will be met by the Presbytery. Nominations to be sent to Rev. Karen Harbison by Tuesday, 4th December, 2001.

2. The Presbytery gives approval to the Church Education Committee to continue and to develop its discussions with Scripture Union Scotland in relation to the possibility of a joint appointment of a Youth Development Worker and asks the Committee to investigate possible sources of funding for this post (estimated share of cost - approximately £12,000 per annum).

160. STATE EDUCATION COMMITTEE

The Presbytery called for the report of the State Education Committee which was given in by the Rev. J. S. Cook, Convener.

SUSPENSION OF STANDING ORDER

At 8.22 p.m., during the course of the report, it was moved, seconded and agreed to suspend Standing Orders to permit its completion before taking up the Order of the Day for 8.00 p.m.

It was unanimously agreed :

1. The Presbytery notes the innovative proposals of the 10 year plan of North Lanarkshire Council to spend £150 million on modernising and improving schools across North Lanarkshire.

2. The Presbytery views with concern proposals for the integration of some schools on one campus noting that this means bigger schools with additional travel for pupils.

3. The Presbytery welcomes the proposals for new build and refurbishment of schools.

4. The Presbytery recognises the need for the reduction of the number of schools in some areas of North Lanarkshire due to the falling rolls

5. The Presbytery is particularly pleased to learn of the proposals in appropriate instances to site Roman Catholic schools and non-denominational schools on the same campus as part of the modernisation plan.

161. WORLD MISSION COMMITTEE

The Presbytery called for the report of the World Mission Committee which was given in by the Rev. K. O. F. Buwert, Convener.

It was unanimously agreed :

The Presbytery urges the Governments of Muslim nations to protect their Christian minorities from unprovoked violence.

162. ORDER OF THE DAY

BOARD OF MINISTRY

Under an Order of the Day at 8.25 p.m. the Presbytery called for the report of the Board of Ministry which was given in Mr. D. J. Watt, Convener.

It was unanimously agreed :

1. READERS

The Presbytery notes, further to its deliverance of 5th October, 1999, that Miss Sheena Bell and Mr. Gavin Black have successfully completed the

prescribed course of Training for Learning and Serving and resolves that the Service of Admission to the Office of Reader takes place within East Kilbride: South Parish Church on Thursday, 15th November, 2001, Presbytery to meet at 7.15 p.m. for 7.30 p.m, the Rev. Dr. John C. Sharp to be Moderator, the Rev. James H. Wilson to be Clerk, and Mr. David J. Watt and Rev. Scott Raby to assist the Moderator.

2. STUDY LEAVE

    1. The Presbytery notes receipt of a study leave report from the Rev. Mhorag Macdonald (Wishaw: Cambusnethan North) in respect of exploring non-clerical models for ministry in an ecumenical context in Tanzania during April and May, 2001.
    2. The Presbytery notes receipt of a study leave report from the Rev. David Burt (Hamilton: Hillhouse) in respect of courses at the University of British Columbia, Canada from 9th July to 5th August, 2001.
    3. The Presbytery notes receipt of a study leave application from the Rev. Thomas Nelson (Stonehouse: St. Ninian`s) in respect of attendance at a conference to consider the "Church Without Walls" at Gartmore House, Aberfoyle between 5th and 7th February, 2002, together with related study time, and awaits consideration of this by the General Assembly`s Board of Ministry.

4. STIPENDS

    1. The Presbytery notes that the Minimum Stipend for 2002 has been declared by the General Assembly`s Board of Ministry at £18,737 and a Manse, representing an increase of £721 (4%) over that for 2001.

    3. The Presbytery notes that, in conjunction with the continuation of the Service Supplement Scheme, Stipends are payable in 2002 in accordance with an Appropriate Stipend Scale of ten bands, ranging from minimum to minimum plus 15% (£21,548).
    4. The Presbytery notes that the Service Supplement payable to Ministers in 2002 below the age of 65 years, will continue to be that of 2001, i.e. £833 for five years` qualifying service, £1,666 for six years` qualifying service, £2,499 for seven years` qualifying service, £3,322 for eight years` qualifying service and £4,166 for nine or more years` qualifying service.
    5. The Presbytery approves the Stipends payable for 2002.

5. MINISTRY COSTS

The Presbytery instructs that Congregations shall forward contributions towards all categories of ministry costs to the central funds of the Church on a regular basis, preferably by banker`s standing order over ten months in accordance with the General Treasurer`s guidance.
