96. INDUCTION

The Edict for the Induction of the Rev. Dr. Ian G. Thom to the Church and Parish of Shotts: Calderhead Erskine was returned duly served. No objector to the life and doctrine of Dr. Thom having appeared, devotional exercises were conducted by the Rev. Scott Raby and the Moderator put to Dr. Thom the prescribed questions. To these he returned satisfactory answers and thereafter signed the Formula: whereupon the Moderator, by prayer, inducted the said Rev. Dr. Ian G. Thom to the pastoral charge of Shotts: Calderhead Erskine. Dr. Thom, having received the right hand of fellowship, was suitably addressed by the Moderator who also, in appropriate terms, exhorted the congregation.

The name of the Rev. Dr. Ian G. Thom was added to the Roll of the Presbytery and the Clerk was instructed to give certified intimation to the Session Clerk.

  3. COMMISSIONING OF DEACON

Following devotional exercises conducted by the Rev. John Collard and the Rev. Iain C. Murdoch, the Moderator put to Mr. J. Paul Cathcart the prescribed questions. To these he gave satisfactory answers and thereafter signed the Formula; whereupon the Moderator, by prayer, commissioned Mr. J. Paul Cathcart to the Office of Deacon. Mr. Cathcart, having received the right hand of fellowship, was suitably addressed by the Moderator who also, in appropriate terms, exhorted the congregation.

The name of Mr. J. Paul Cathcart was added to the Roll of Presbytery and the Clerk was instructed to forward an Extract of these proceedings to the Department of Ministry.

100. LICENSING OF STUDENT

The Presbytery, after Public Worship conducted by the Moderator, assisted by Mr. David J. Watt, licensed Mrs. Agnes P. Low to preach the Gospel and to exercise her gifts as a Probationer for the Holy Ministry.

Mrs. Low received a copy of the Holy Scriptures and the Clerk was instructed to furnish her with an Extract of Licence and to inform the Department of Ministry of the Licensing.

Thom, recently inducted Minister at Shotts: Calderhead Erskine; to Mr. J. Paul Cathcart, recently commissioned Deacon at East Kilbride: Claremont; to the Rev. Agnes P. Low, recently licensed Probationer at Uddingston: Old; and to the newly elected Representative Elders who were present.

106. COMMUNION SERVICE

The Convener of the Business Committee expressed the Court’s thanks to the Moderator for his impressive and reverent conduct of the Holy Communion Service, to the Kirk Session of Motherwell: Dalziel St. Andrew’s for the use of the sanctuary for the celebration, to the serving elders and to all others who had assisted in any way.

107. ADDRESS BY RETIRING MODERATOR

The Rev. J.G. Munton, Convener of the Business Committee, having conveyed to the Moderator the thanks of the Presbytery for his valued service to the Court during his year of office now ending, invited the Moderator to address the Court. Mr. Cook expressed the pleasure and satisfaction he had had during his year in the Moderatorial chair.

108. ELECTION AND INSTALLATION OF MODERATOR

The Rev. Robert M. Kent, Minister at Hamilton: St. John’s, was unanimously elected Moderator for the ensuing twelve months and after a prayer of dedication took the chair and addressed the Court in fitting terms.

  1. PRESENTATIONS

The Moderator invited the Clerk to make presentations to Mrs. Florence McHenry, Administrative Assistant, and Mrs. Elizabeth Jarvie, Clerical Assistant, to mark the occasion of their retirement. The Clerk paid tribute to the service they had rendered in the Presbytery Office for twenty-two and eleven years respectively and Mrs. McHenry made suitable reply.

    Under an Order of the Day at 8.10 p.m. the Presbytery took up consideration of Vacancy Business.

    DEMISSION OF THE VERY REV. DR. HUGH R. WYLLIE

    Further to its resolution of 20th June 2000 the Presbytery took up consideration of the proposed Demission of the Very Rev. Dr. Hugh R. Wyllie from the Church and Parish of Hamilton: Old.

    There were laid on the table Certified Intimation of his adherence to demit as per the report of the Standing Sub-Committee on Demissions and the Citation of the congregation of Hamilton: Old returned duly served.

    Parties were called, appeared and spoke.

    Parties were removed.

    It was moved, seconded and agreed that the Presbytery accept and hereby does accept the Demission of the Very Rev. Dr. Hugh R. Wyllie and looses him from his charge as from 1st October, 2000 confirming that Dr. Wyllie retains his status as a Minister of the Church of Scotland, and his membership of this Presbytery.

    Parties were recalled and judgement intimated.

    FORWARD PLANNING COMMITTEE

    The Presbytery called for the report of the Forward Planning Committee which was given in by the Rev. R. F. Penny, Vice-Convener.

    It was unanimously agreed:

    The Presbytery resolves that the charge of Hamilton: Old should not be subject to readjustment and that leave be granted to call a minister without restriction, subject to the concurrence of the General Assembly’s Committee on Parish Re-appraisal.

    NOMINATION COMMITTEE

    The Presbytery called for the report of the Nomination Committee which was given in by the Rev. M.F. Currie, Convener.

    It was unanimously agreed:

    The Presbytery appoints the Rev. I. Wotherspoon to be Interim Moderator of the Kirk Session of Hamilton: Old.

    The Presbytery appoints the Rev. W.S. Dunn, Convener, and the Rev. D. Doyle together with Mrs. F. McDonald and Mrs. J. Rennie to be the Advisory Committee in the vacancy at Hamilton: Old.

The Presbytery notes that the Clerk has attested the Electoral Registers of East Kilbride: Old as containing the names of 737 Communicants and 6 Adherents; of Strathaven: Avendale Old and Drumclog as containing the names of 839 Communicants; of Newarthill as containing the names of 622 Communicants; and of Carfin as containing the names of 70 Communicants.

    eipt of Extract Minutes of the General Assembly’s Parish Re-appraisal Committee concurring in the opinion of the Presbytery of Hamilton that the question of readjustment should not be pursued at Strathaven: Avendale Old and Drumclog and Newarthill lw Carfin; granting permission to Blantyre: Livingstone Memorial to call a Minister under Reviewable Tenure to be reviewed in three years; and seeking conversations with the Presbytery in connection with East Kilbride: Old and Overtown.

  7. CONGREGATIONAL SHORTFALLS

    The Presbytery notes with concern that a number of additional congregations had, at 30th June, made no payment to Ministry costs or to Mission and Aid allocations. The Presbytery urges Presbyters to remind their Congregational Treasurer of the need to remit Ministry costs by Direct Debit in ten monthly instalments to avoid the need for the General Treasurer to borrow money at interest to pay their minister’s stipend, and to encourage their Financial Court to ensure a regular remittance of a proportion of the congregation’s Mission and Aid allocation.

  10. The Presbytery notes with pleasure receipt of a letter from Hamilton South Presbyterial Council of the Guild offering congratulations to the Rev. Robert M. Kent on his election as Moderator for the year 2000-2001.

  12. The Presbytery notes receipt of a letter from Mr. J. Connelly, Head Teacher at Firpark School Motherwell, expressing thanks for the donation of £100 sent by Presbytery following the participation of pupils in the opening act of worship at the June meeting of the Court, and for Presbytery’s congratulations and good wishes on his award of the O.B.E.

  13. REQUEST FOR MODERATOR

The Presbytery approves the request from Hamilton South Presbyterial Council of the Guild that the Moderator, in his official capacity, attend the opening and conduct a short Service of Dedication at the opening of the Guild Banner Exhibition within Hamilton: St. John’s on Friday 13th October, 2000 at 11.00am.

ADDENDUM

REV. IAN MEREDITH

The Presbytery notes receipt of a letter from the Rev. Ian Meredith, Minister at Blantyre: St. Andrew’s Parish Church, requesting permission to demit his charge as from 8th October, 2000; resolves to take up consideration of the proposed Demission at its meeting on 3rd October, 2000, and instructs that the congregation of Blantyre: St. Andrew’s be cited to appear for their interests at the said meeting with certification that the matter will not be dealt with before 7.30 p.m. under an Order of the Day for Vacancy Business.

115. PROPERTY COMMITTEE

The Presbytery called for the report of the Property Committee which was given in by Mr. R. Marwick, Convener.

It was unanimously agreed:

  1. HAMILTON: OLD
  2. The Presbytery approves the action of the Convener during the summer recess in granting approval to Hamilton: Old to carry out works to halls totalling £113,000 inclusive of VAT based on contractors’ estimates. Funds are to hand. An application has also been made to the General Trustees and responses are awaited. The concurrence of the Forward Planning Committee is noted.

  3. SHOTTS: CALDERHEAD ERSKINE
  4. The Presbytery approves the action of the Convener during the summer recess in granting approval to Shotts: Calderhead Erskine to re-lay footpaths at Allanton Church totalling £2,350 inclusive of VAT based on contractors’ estimates. The concurrence of the Forward Planning Committee is noted. Funds are to hand.

  5. CHAPELHALL
  6. The Presbytery approves the action of the Convener during the summer recess in granting approval to Chapelhall for works to the interior of church and old hall totalling £46,000 inclusive of VAT based on contractors’ estimates. Permission is also given to apply for grants and loans which may be available. Applications to the General Trustees have already been made. The concurrence of the Forward Planning Committee is noted.

  8. The Presbytery approves the action of the Convener during the summer recess in granting approval to Airdrie: Broomknoll to apply for release of funds held on behalf of the congregation by the General Trustees to repay a loan of £10,000.

  9. AIRDRIE: THE NEW WELLWYND
  10. The Presbytery approves the action of the Convener during the summer recess in granting approval to Airdrie: The New Wellwynd to eradicate dry rot in the existing halls at a cost of £13,800 inclusive of VAT based on contractors’ estimates. Funds are to hand. The concurrence of the Forward Planning Committee is noted.

  11. BLANTYRE: LIVINGSTONE MEMORIAL
  12. The Presbytery approves the action of the Convener during the summer recess in granting approval to Blantyre: Livingstone Memorial to carry out urgent and emergency measures to make safe the steeple at a cost of approximately £15,000 based on contractors’ estimates. Permission is also given to apply for grants and loans which may be available. The concurrence of the Forward Planning Committee is noted.

  13. CALDERBANK
  14. The Presbytery approves in principle the application of Calderbank to grant a right of access from Main Street to landlocked adjacent land and the sale of a parcel of additional ground at the rear of the hall. The concurrence of the Forward Planning Committee is noted.

  15. BELLSHILL: ORBISTON
  16. The Presbytery approves in principle the application from Bellshill: Orbiston to the letting of the refurbished Orbiston Manse to Utheo Ltd. following approval already granted in September 1999. The concurrence of the Forward Planning Committee is noted.

  17. COATBRIDGE: CLIFTON
  18. The Presbytery approves the application of Coatbridge: Clifton to have radio communication equipment fitted to the church tower by Orange. Application to the General Trustees has already been made. The concurrence of the Forward Planning Committee is noted. The congregation should note health and safety considerations in this matter.

  19. CHAPELHALL
  20. The Presbytery approves the professional follow on property survey and condition report on the properties at Chapelhall and awaits the response of the office-bearers to the contents and recommendations.

    The Presbytery notes that all Congregational Accounts for 1999 have been examined and attest that they comply with the General Assembly’s Regulations anent Congregational Finance, except for 9 congregations which do not fully conform and where assistance will be offered to assure compliance.

  2. The Presbytery notes receipt of a study leave application from the Rev. Derek Hughes (Motherwell: Dalziel St. Andrew’s) in respect of participation in the fourth module of a course in counselling skills from 29th November to 12th December 2000. The Presbytery notes that this application has been approved by the General Assembly’s Board of Ministry.

119. PARISH DEVELOPMENT AND MISSION COMMITTEE

The Presbytery called for the report of the Parish Development and Mission Committee which was given in by the Rev. I. Murdoch, Convener.

It was unanimously agreed:

  1. The Presbytery notes and commends the Conference, "Creating an Effective Church for the 21st Century" at Motherwell: Dalziel St. Andrew’s Parish Church on Tuesday, 26th September, 2000 from 10.00 a.m. to 4.00 p.m.
  2. The Presbytery notes and commends the UPA Consultation, "Wean’s World" at Motherwell: Dalziel St. Andrew’s Parish Church on 16th November, 2000 at 7.00pm.

The Presbytery notes that its Committee has reviewed the placement of a parish assistant at Hamilton: Hillhouse Parish Church and reaffirms its satisfaction that such a placement for the next five years is important for the continuation and development of the Church’s mission, pastoral care and outreach in the parish.

120.. HOSPITALS AND HOMES COMMITTEE

The Presbytery called for the report of the Hospitals and Homes Committee which was given in by the Rev. I. Greenshields, Convener.

It was unanimously agreed:

  1. The Presbytery appoints the Rev. Marjorie Taylor as part-time chaplain to Udston Hospital for one session per week from 1st September 2000.
  2. The Presbytery appoints the Rev. Marjorie Taylor as part-time chaplain to Hairmyres Hospital for 5.9 hours per week as from 1st September 2000.
  3. The Presbytery appoints the Rev. Dr. John McPake as part-time chaplain to Hairmyres Hospital for 5.9 hours per week as from 1st September 2000.
  4. The Presbytery appoints the Rev. Colin Cuthbert as part-time chaplain to Hartwoodhill Hospital for one session per week as from 1st September 2000
  5. The Presbytery appoints the Rev. Andrew Thomson as part-time chaplain to Monklands Hospital for two sessions per week as from 1st October 2000.
  6. The Presbytery notes that the vacancy at Hattonlea, Bellshill is still vacant at one session per week, and asks interested parties to contact the Convener for information or with recommendations.

121. NOMINATION COMMITTEE

The Presbytery called for the report of the Nomination Committee which was given in by the Rev. M. Currie, Convener.

It was unanimously agreed:

  1. The Presbytery appoints the Rev. M. Macdonald, Convener, and the Rev. R. Scott, together with Mr. D. Summers and Mr. G. Dorrian to be the Advisory Committee in the vacancy at Blantyre: Livingstone: Memorial.
  2. The Presbytery notes the resignation of the Rev. G.L. Duffin as Pastoral Adviser for Area D7/8 and appoints the Rev. I. Greenshields in his place.
  3. The Presbytery appoints Mr. W. Walker to the Property Committee.
  4. The Presbytery appoints the Rev. J.S. Cook as Convener and Mrs. M. Dickie as Vice-Convener of the State Education Committee.

122. CHURCH EDUCATION COMMITTEE

The Presbytery called for the report of the Church Education Committee which was given in by the Rev. T. Nelson, Convener.

It was unanimously agreed:

  1. The Presbytery notes that a Day Conference for Session Clerks will be held in Hamilton: Cadzow Parish Church on Saturday, 28th October 2000 from 10 a.m. to 4 p.m. This is for both new and experienced Session Clerks, and will cover the role of the Clerk as well as Kirk Session management and resourcing. All registrations should be made with Mr. H. Webster, 126 Silvertonhill Avenue, Hamilton, ML3 7PA.
  2. The Presbytery welcomes the list of currently available courses compiled by Mr. David Geddes, Congregational Development Officer, and encourages its promotion in all congregations within the bounds.
  3. The Presbytery notes that the Youth and Young Adults Committee have a dedicated section within the Presbytery Web Site for the promotion of youth related activities, and encourages its use.

123. NOTICE OF MOTION

The Presbytery took up consideration of a Motion of which notice had been given by the Rev. Dr. J. Martin.

It was unanimously agreed:

The Presbytery resolves to add a new number 33 in the following terms, headed "Microphones", to the Standing Orders of Presbytery .

Everyone speaking to Presbytery is required to use a microphone.

There being no further business the Presbytery adjourned at 8.57 p.m. to meet again in hunc effectum within East Kilbride: Moncreiff Parish Church on Wednesday, 6th September 2000 at 7.15 p.m. for 7.30 p.m. for the Introduction of Mr. John Cathcart, D.C.S. as Parish Assistant; and for Ordinary Business within Motherwell: Dalziel St. Andrew’s Church halls on Tuesday, 3rd October 2000 at 6.30 p.m., of which public intimation having been made this meeting was closed with prayer.

At EAST KILBRIDE: MONCREIFF PARISH CHURCH, the Sixth Day of September, Two Thousand Years, which day the PRESBYTERY OF HAMILTON met in hunc effectum and was constituted in prayer.

The Rev. Robert M. Kent, Moderator; the Rev. James H. Wilson, Clerk; and others as per signed lists in retentis. (Total: 7 Ministers 1 Deacon 4 Elders).

126. INTRODUCTION OF PARISH ASSISTANT

Following devotional exercises conducted by the Rev. Alastair S. Lusk and the Rev. Iain C. Murdoch, the Moderator put to Mr. John Cathcart, D.C.S. the prescribed question. To this he gave satisfactory answer and thereafter signed the Formula; whereupon the Moderator, by prayer, introduced Mr. John Cathcart as Parish Assistant at East Kilbride: Moncreiff. Mr. Cathcart, having received the right hand of fellowship, was suitably addressed by the Moderator who also, in appropriate terms, exhorted the congregation.

The name of Mr. John Cathcart was added to the Roll of Presbytery and the Clerk was instructed to forward an Extract of these proceedings to the Department of National Mission.

This meeting was closed with prayer.
