71. SEDERUNT

The Rev. J. Stanley Cook, Moderator, the Rev. James H. Wilson, Clerk, and others as per signed lists in retentis. (Total: 8 Ministers; 13 Elders).

72. INDUCTION

The Edict for the Induction of the Rev. Randolph Scott to the Church and Parish of Coatbridge: Calder was returned duly served. No objector to the life and doctrine of Mr. Scott having appeared, devotional exercises were conducted by the Rev. James Grier and the Moderator put to Mr. Scott the prescribed questions. To these he returned satisfactory answers and thereafter signed the Formula: whereupon the Moderator, by prayer, inducted the said Rev. Randolph Scott to the pastoral charge of Coatbridge: Calder. Mr. Scott, having received the right hand of fellowship, was suitably addressed by the Moderator who also, in appropriate terms, exhorted the congregation.

The name of the Rev. Randolph Scott was added to the Roll of the Presbytery and the Clerk was instructed to give certified intimation to the Session Clerk.

This meeting was closed with prayer.

At MOTHERWELL: DALZIEL ST. ANDREW’S PARISH CHURCH HALLS, on the Twentieth Day of June, Two Thousand years, on which day the PRESBYTERY OF HAMILTON met and was constituted in prayer.

The Moderator called upon Mr. D. Alexander, Convener of the State Education Committee, who introduced pupils and staff from Firpark School, Motherwell who had recently been selected as one of the ten best schools in Scotland in the JC 2000 Millennium Arts Festival for Schools, and invited them to perform their play.

Those taking part were congratulated and thanked by the Moderator.

The Clerk reported on the diligence of Commissioners to the General Assembly.

79. CHURCH EDUCATION COMMITTEE

Under an Order of the Day at 7.07 p.m. the Presbytery called for the report of the Church Education Committee which was given in by the Rev. T. Nelson, Convener.

Mr. Nelson requested the Moderator to invite Mr. Ian Shaw to address the Court. Mr. Shaw spoke of his first year as an Adviser in Children’s Ministry and reported on the Advisers’ activities during the year.

It was unanimously agreed:

  1. The Presbytery welcomes the report from Mr. Ian Shaw on the work of the Children`s Ministry Advisers, notes its content, congratulates the dedication and commitment of the Advisers, and commends the new training courses on offer.
  2. The Presbytery notes that the course "Learning to Care" will be held in Motherwell: Dalziel St. Andrew`s Parish Church, on Thursday evenings, 21st, 28th September and 5th, 12th October, 2000. This is a course for elders and church visitors and the cost will be £4.00 per person. All registrations should be made with Mr. H. Webster, 126 Silvertonhill Avenue, Hamilton, before 1st September, 2000.

80. HOSPITALS AND HOMES COMMITTEE

The Presbytery called for the report of the Hospitals and Homes Committee which was given in by the Rev. I. Greenshields, Convener.

It was unanimously agreed:

  1. The Presbytery resolves to appoint Rev. Iain Greenshields as temporary chaplain at Hattonlea Home, Bellshill, until a chaplain can be appointed.
  2. The Presbytery invites applications for the post of part-time chaplain at Hartwoodhill Hospital. Hours will be one session of 3.5 hours per week.
  3. The Presbytery invites applications for the post of part-time chaplain at Udston Hospital. Hours will be one session of 3.5 hours per week.

  1. The Presbytery invites applications for the two posts of part-time chaplains at Hairmyres Hospital. The hours per week of each post is 5.9 hours. This could be split into 3 posts of 3.9 hours each per week depending on applications.
  2. The Presbytery agrees to Rev. Douglas Clark continuing as chaplain at Hairmyres Hospital until a suitable replacement is found.
  3. The Presbytery instructs that enquiries for all of the above posts be directed to the Convener and that applications be in his hands no later than 30th June, 2000.

81. FINANCE COMMITTEE

The Presbytery called for the report of the Finance Committee which was given in by Mr. D. Forrester, Convener.

It was unanimously agreed:

  1. The Presbytery agrees the Budget for 2000/2001.
  2. The Presbytery agrees the per capita amount for 2000/2001 be fixed at 89p.

3. The Presbytery agrees to grant a donation of £200 from reserves towards the Larkhall Churches` Children`s Summer Mission.

82. PROPERTY COMMITTEE

The Presbytery called for the report of the Property Committee which was given in by Mr. R. Marwick, Convener.

It was unanimously agreed:

  1. BELLSHILL: WEST

The Presbytery approves the application of Bellshill: West to carry out hall and kitchen redevelopment costing £14,208 inclusive of VAT etc based on estimates received. Permission is also given to apply for grants and loans which may be available. The concurrence of the Forward Planning Committee is noted.

2. HAMILTON: HILLHOUSE

The Presbytery approves the application of Hamilton: Hillhouse to replace nave windows and renew flat roof covering and painting of Church interior costing £19,970.79 inclusive of VAT based on Contractors` estimates, subject to approval by the Artistic Matters Committee. Permission is also given to apply for grants and loans which may be available. The concurrence of the Forward Planning Committee is noted.

3. EAST KILBRIDE: OLD

The Presbytery approves the application of East Kilbride: Old to refurbish the church roof at a cost of £38,039 inclusive of VAT, fees etc based on Contractor`s estimates. Permission is also given to apply for grants and loans which may be available. The concurrence of the Forward Planning Committee is noted.

4. NEWARTHILL

The Presbytery approves the application of Newarthill to carry out the extension to kitchen, toilets, office and storage accommodation earlier approved in March 2000 costing £38,620 inclusive of VAT and fees based on Contractors` estimates. Permission is given to apply for grants and loans which may be available. The concurrence of the Forward Planning Committee is noted.

5. CRAIGNEUK AND BELHAVEN

The Presbytery approves the application of Craigneuk and Belhaven to redecorate the interior of the sanctuary, small hall and ancillary areas costing £2,664.63 inclusive of VAT based on Contractors` estimates, subject to approval by the Artistic Matters Committee. Approval is recommended for the release of funds held by the General Trustees on behalf of the congregation and to apply for grants and loans which may be available. The concurrence of the Forward Planning Committee is noted.

6. SHOTTS: CALDERHEAD ERSKINE

The Presbytery notes the approval given by the Property Committee on the condition of the Manse at Shotts: Calderhead Erskine.

7. WISHAW: OLD

The Presbytery approves the Professional Follow on Property Survey and Condition Report on Wishaw: Old and awaits the responses of the office bearers to contents and recommendations.

8. HAMILTON: BURNBANK lw NORTH

The Presbytery approves the Professional Follow on Property Survey and Condition Report on Hamilton: Burnbank lw North and awaits the response of the office bearers to contents and recommendations.

9. WISHAW: CAMBUSNETHAN NORTH

The Presbytery approves the Professional Follow on Property Survey and Condition Report on Wishaw: Cambusnethan North and awaits the response of the office bearers to contents and recommendations.

10. LARKHALL: TRINITY

The Presbytery approves the Professional Follow on Property Survey and Condition Report on Larkhall: Trinity and awaits the response of the office bearers to contents and recommendations.

  2. The Presbytery thanks the minister of Hamilton: Old for his cooperation in agreeing to move, in advance of his retirement, into his retirement house to enable the sale of the Hamilton: Old manse to be completed.

Under an Order of the Day at 7.38 p.m. the Presbytery took up consideration of Vacancy Business.

DEMISSION OF THE REV. DAVID E.P. CURRIE

Further to its resolution of 7th March, 2000 the Presbytery took up consideration of the proposed Demission of the Rev. David E.P. Currie from the Church and Parish of East Kilbride: West.

There were laid on the table Certified Intimation of his adherence to demit as per the report of the Standing Sub-Committee on Demissions and the Citation of the congregation of East Kilbride: West returned duly served.

Parties were called, appeared and spoke

Parties were removed.

It was moved, seconded and agreed that the Presbytery accept and hereby does accept the Demission of the Rev. David E.P. Currie and looses him from his charge as from 20th August, 2000, confirming that Mr. Currie retains his status as a Minister of the Church of Scotland, and authorises the Clerk to issue him with a Presbyterial Certificate.

FORWARD PLANNING COMMITTEE

The Presbytery called for the report of the Forward Planning Committee which was given in by the Rev. M. Currie, Convener.

It was unanimously agreed:

The Presbytery agrees to sist proceedings in the vacancy at East Kilbride: West and to await a further report from the Forward Planning Committee.

DEMISSION OF THE REV. GEORGE S. NOBLE

Further to its resolution of 7th March, 2000 the Presbytery took up consideration of the proposed Demission of the Rev. George S. Noble from the Church and Parish of Newarthill linked with Carfin.

There were laid on the table Certified Intimation of his adherence to demit as per the report of the Standing Sub-Committee on Demissions and the Citation of the congregations of Newarthill and Carfin returned duly served.

It was moved, seconded and agreed that the Presbytery accept and hereby does accept the Demission of the Rev. George S. Noble and looses him from his charge as from 31st July, 2000, confirming that Mr. Noble retains his status as a Minister of the Church of Scotland, and his membership of this Presbytery.

FORWARD PLANNING COMMITTEE

The Presbytery called for the report of the Forward Planning Committee which was given in by the Rev. M. Currie, Convener.

It was unanimously agreed:

The Presbytery resolves that the charge of Newarthill linked with Carfin should not be subject to readjustment and that leave be granted to call a Minister without restriction subject to the concurrence of the General Assembly`s Parish Re-appraisal Committee.

Further to its resolution of 2nd May, 2000 the Presbytery took up consideration of the proposed Demission of the Rev. R. Forbes Walker from the Church and Parish of Strathaven: Avendale Old and Drumclog.

There were laid on the table Certified Intimation of his adherence to demit as per the report of the Standing Sub-Committee on Demissions and the Citation of the congregation of Strathaven: Avendale Old and Drumclog returned duly executed.

Parties were called, appeared and spoke.

Parties were removed.

It was moved, seconded and agreed that the Presbytery accept and hereby does accept the Demission of the Rev. R. Forbes Walker and looses him from his charge as from 19th August, 2000, confirming that Mr. Walker retains his status as a Minister of the Church of Scotland, and authorises the Clerk to issue him with a Presbyterial Certificate.

FORWARD PLANNING COMMITTEE

The Presbytery called for the report of the Forward Planning Committee which was given in by the Rev. M. Currie, Convener.

The Presbytery resolves that the charge of Strathaven: Avendale Old and Drumclog should not be subject to readjustment and that leave be granted to call a Minister without restriction subject to the concurrence of the General Assembly`s Parish Re-appraisal Committee.

SHOTTS: CALDERHEAD ERSKINE

There were laid on the table an Appointment to the Church and Parish of Shotts: Calderhead Erskine in favour of the Rev. Dr. Ian G. Thom; his letter of acceptance with the required statement that he had used no undue influence to obtain the Call; a Call as prescribed signed by 293 Communicants and 30 Adherents; a certificate that the Interim Moderator’s expenses had been met in full.

Parties were called, appeared and spoke.

Parties were removed.

The Presbytery being satisfied with the documents produced, and that there was no cause to decline or delay the appointment, did and hereby does sustain the appointment of the Rev. Dr. Ian G. Thom to the Church and Parish of Shotts: Calderhead Erskine, and resolved to proceed towards his settlement.

The Presbytery ordered the Call, and an Extract of its procedure thereanent to be sent to the Clerk of the Presbytery of Buchan.

The Presbytery provisionally appointed his Admission thereunto to take place on Monday, 28th August, 2000, Presbytery to meet at 6.15pm for the Induction Service at 6.30pm, the Rev. J. Stanley Cook to be Moderator, the Rev. James H. Wilson to be Clerk and the Rev. Scott Raby to assist the Moderator.

84. BUSINESS COMMITTEE

The Presbytery called for the report of the Business Committee which was given in by the Rev. W. S. Dunn, Convener.

It was unanimously agreed:

  1. ADDITIONAL ELDER
  2. The Presbytery notes with regret the resignation of Mr. Robert Robertson as an Additional Elder, and thanks him for the outstanding service he has rendered to the Court during the past thirty years, not least as Convener of the Property Committee.

  3. REV. PAUL AMED

The Presbytery notes receipt of intimation from the Clerk to the Presbytery of Moray that the Rev. Paul Amed was inducted to the Pastoral Charge of Dallas lw Forres: St. Leonard’s lw Rafford on 12th May 2000.

3. PRESBYTERY OF ST. ANDREWS

The Presbytery notes receipt of intimation from the Clerk to the Presbytery of St. Andrews that the Rev. Dr. J. Mary Henderson was inducted to the Pastoral Charge of Boarhills and Dunino lw St. Andrews: Martyrs on 31st May 2000.

The Presbytery grants permission to Airdrie: Broomknoll lw Calderbank, High and New Wellwynd; Bellshill: Macdonald Memorial, West and Orbiston lw St. Andrew’s; Larkhall: Chalmers and Trinity; Motherwell: Crosshill and St. Mary’s; Strathaven: East and West; Uddingston: Old and Park; and Wishaw: Cambusnethan Old and North to hold United Summer Services.

  3. REV. BEN PIETERSIE
  4. The Presbytery notes the possibility that the Rev. Ben Pietersie, a minister of the Dutch Reformed Church, may be invited to serve in a similar capacity at Newarthill lw Carfin following the demission of the Rev. George S. Noble, and approves the request that Presbytery support his application for a work permit should this prove to be necessary.

  5. PROPERTY CONSULTANT AND ADVISER

The Presbytery appoints Mr. Robert Marwick to the new position of Property Adviser and Consultant in terms of the mutually agreed contract, and instructs that these be incorporated in the Minutes of this meeting.

  1. Your engagement as Property Consultant and Adviser will commence on 1st July, 2000. Your duties will be:
    1. to act as Convener of the Property Committee of the Presbytery.
    2. to undertake the schedule of Professional Property Surveys, including the preparation and issuing of Reports thereanent.
    3. to carry out those duties set out in terms of the Schedule [below].

  2. Your engagement is initially for three (3) years.
  3. The fee will be: in year 1: £12,000; and in years 2 and 3: £6,000 per annum. The fee will be paid by cheque, monthly in arrears by the Presbytery Treasurer. The fee will be reviewed three months prior to the conclusion of the third year of this engagement, and will form part of any extension of the engagement.
  4. The hours of work required to fulfil the terms of this engagement may be undertaken at your discretion.
  5. You will be responsible to the Finance Committee of Presbytery, with whom, in the first instance, any difficulties concerning your engagement should be raised. If necessary, these will then be subject to review by the Business Committee, whose decision in any matter shall be final.

9. WEST OF SCOTLAND WATER AUTHORITY

The Presbytery notes receipt of a letter from the Solicitor of the Church advising congregations, when completing the questionnaire on rate relief sent out by the West of Scotland Water Authority, to press for continuance of the relief, and invites those with any particular arguments for relief that they would like raised with the Water Authority to contact her as soon as possible.

10. PROPOSED DATABASE OF CHURCH PROPERTIES

The Presbytery notes the intention of the General Trustees to upgrade and update their properties database, and concurs in the proposal that all congregations should submit annually, on the occasion of the Attestation of Records, a photocopy of the pages of their Property Register which contain details of property held and where the title deeds are vested, for onward transmission to the Trustees.

11. REV. RICHARD CAMERON

The Presbytery congratulates the Rev. Richard Cameron on being invited to be Sole Nominee in the vacancy at Glasgow: Scotstoun and instructs the Clerk to issue him with a Presbyterial Certificate.

12. REV. ARRICK WILKINSON

The Presbytery congratulates the Rev. Arrick Wilkinson on his appointment to the Church and Parish of Kirkoswald and instructs the Clerk to issue him with a Presbyterial Certificate.

  1. REQUEST FOR MODERATOR

The Presbytery approves the request of the Lanarkshire Branch of Cruse Bereavement Care that the Moderator, in his official capacity, attend its Annual General Meeting to be held within Hamilton: West Parish Church on Wednesday, 21st June 2000 at 7.15pm.

14. REV. KENNETH MAYNE

The Presbytery notes receipt of an Extract Minute of the General Assembly of date 20th May 2000 granting the crave of the Petition of the Rev. Kenneth Mayne to be admitted as a Minister of the Church of Scotland in terms of the recommendation of the Committee on Admission and Readmission of Ministers and remitting to the Presbytery of Hamilton and to the Board of Ministry to make the necessary arrangements.

The Presbytery remits to its Board of Ministry in consultation with the General Assembly’s Board to make the arrangements detailed by the Committee on Admission and Readmission of Ministers.

ADDENDUM

VERY REV. DR. HUGH R. WYLLIE

The Presbytery notes receipt of a letter from the Very Rev. Dr. Hugh R. Wyllie, Minister at Hamilton: Old Parish Church, requesting permission to demit his charge as from 1st October, 2000; resolves to take up consideration of the proposed Demission at its meeting on 5th September, 2000, and instructs that the congregation of Hamilton: Old be cited to appear for their interests at the said meeting with certification that the matter will not be dealt with before 8.00 p.m. under an Order of the Day for Vacancy Business.

The Presbytery called for the report of the Computers and Communications Committee, which was given in by the Rev. C. Brough, Convener.

It was unanimously agreed:

  1. The Presbytery notes that the Presbytery Web site has been successfully set up, providing a range of Presbytery information, including all the information from the handbook, and copies of recent minutes.
  2. The Presbytery notes that more than half of the congregations within the bounds and several of the Presbytery`s office bearers have e-mail contacts via the Presbytery`s domain.
  3. The Presbytery encourages congregations who are able to do so, but have not yet nominated an e-mail contact, to do so as soon as possible.
  4. The Presbytery encourages members to make use of the possibilities created by being able to share information and communicate rapidly through these new media.

  1. The Presbytery nominates as a Candidate for the Ministry of the Church of Scotland Mr. Robert H.Simpson, 6 Lintie Road, Newarthill, Motherwell who has successfully attended a Selection Conference.
  2. The Presbytery encourages members to promote within their Congregations the Enquirers` Conference being organised by the General Assembly`s Board of Ministry on 1st and 2nd September 2000 at the Kelvin Conference Centre, Glasgow for those who sense they have a vocation for work within the Church.

STUDY LEAVE

  1. The Presbytery notes receipt of a study leave report from the Rev. Graham Duffin [Newmains: Coltness Memorial lw. Bonkle] in respect of attendance at Cell Church Conference from 21st to 23rd March 2000 and Leaders together for Scotland Conference from 4th to 6th April 2000, together with associated study and reflection.
  2. The Presbytery notes receipt of a study leave report from the Rev. Derek Hughes [Motherwell: Dalziel St. Andrew`s] in respect of completion of module two of a certificate in counselling skills during 28th May to 2nd June 2000.
  3. The Presbytery notes receipt of a study leave application from the Rev. Sharon Colvin [Airdrie: Jackson] in respect of an introductory course on computing to be held at the Glenholm Centre, Biggar, from 17th to 22nd July 2000 and awaits consideration of this by the General Assembly`s Board of Ministry.

READERSHIP

  1. The Presbytery notes that a training programme for Readers has been held over three nights during 1999-2000 covering "preaching on the minor prophets" and "children`s addresses" and that these have been well
  2. supported by Readers. The Presbytery thanks the Rev. Scott McKenna, Mrs. Sheena Wilson, Mr. James McNeil and Mr. Ian Shaw for their contributions to this programme.

  3. The Presbytery notes that statistical returns covering 1999 have been received from Readers and that these show continued extensive use of Readers.
  4. The Presbytery approves the arrangements entered into between the Ministers and Kirk Sessions of Coatbridge: St. Andrew`s Parish Church and Strathaven : Rankin and Chapelton Parish Churches, respectively, for the attachment of Miss Anne Clemenson and Mr. Eric Hislop, Readers.

89. PARISH DEVELOPMENT AND MISSION COMMITTEE

The Presbytery called for the report of the Parish Development and Mission Committee which was given in by the Rev. I. Murdoch, Convener.

It was unanimously agreed:

  1. The Presbytery notes and welcomes the transference of Mr. John Cathcart, DCS from Paisley: Wallneuk Parish Church to East Kilbride: Moncreiff Parish Church from 1st September 2000, and resolves that the Service of Introduction takes place within East Kilbride: Moncreiff on Wednesday, 6th September, 2000, Presbytery to meet at 7.15 p.m., the Rev. R. M. Kent to be Moderator and the Rev. I. Murdoch and the Rev. A. Lusk to assist the Moderator.
  2. The Presbytery notes that Mr. Paul Cathcart, Parish Assistant at East Kilbride: Claremont Parish Church has successfully completed training for diaconal ministry and that his probation has been sustained by the Board of National Mission. The Presbytery resolves that the Service of Commissioning will take place within East Kilbride: Claremont Parish Church on Wednesday, 30th August, 2000, Presbytery to meet at 7.15 p.m. for 7.30 p.m., the Rev. J. S. Cook to be Moderator and the Rev. I. Murdoch and the Rev. J. Collard to assist the Moderator.
  3. The Presbytery notes that there will be a conference on "Developing High Impact Small Groups", led by Bill Donahue of the Willow Creek Association, at Kings Church, Airbles Road, Motherwell, on Saturday 24th June, and commends the conference to all involved in the running of small groups.
  4. The Presbytery notes receipt of the annual report by Rev. Colin Brough on the second year of his appointment as Associate Minister at Motherwell : Dalziel St. Andrews, and is encouraged by progress made working with young people in local schools, congregation and parish.
  5. The Presbytery notes that its Parish Development and Mission Committee is currently examining ways of encouraging local churches to work together in mission, and awaits more detailed proposals.

90. FORWARD PLANNING COMMITTEE

The Presbytery called for the report of the Forward Planning Committee which was given in by the Rev. M. Currie, Convener.

  1. BLANTYRE: LIVINGSTONE MEMORIAL
  2. The Presbytery resolves that the future of the Church in Blantyre requires two charges.

    The Presbytery resolves to grant permission to the congregation of Blantyre: Livingstone Memorial to call a Minister under Reviewable Tenure, to be reviewed in 3 years, subject to the concurrence of the General Assembly`s Parish Re-appraisal Committee.

  3. NEW STEVENSTON: WRANGHOLM KIRK
  4. The Presbytery resolves to grant permission to the congregation of New Stevenston: Wrangholm Kirk to call a Minister without restriction, subject to the concurrence of the General Assembly’s Parish Re-appraisal Committee.

  5. BARGEDDIE

The Presbytery resolves to grant permission to the congregation of Bargeddie to call a Minister without restriction, subject to the concurrence of the General Assembly’s Parish Re-appraisal Committee.

The Presbytery, meeting in private, called for the report of the Board of Superintendence which was given in by the the Rev. J.G. Munton, Convener.

The Presbytery, being again in Open Court, called for the report of the Church and Social Interests Committee which was given in by the Rev. L.Schlüter, Convener.

It was unanimously agreed:

1. The Presbytery takes note of the forthcoming conference for North Lanarkshire on Homelessness which will take place on Saturday 28th October from 10.00 a.m. till 1.00 p.m.

  1. The Presbytery invites all congregations to include in their intercessory prayer all workers and their families who have to deal with redundancy at DAKS Simpson`s factory, Larkhall.
  2. The Presbytery welcomes the appointment of Mrs. Janice Kelso as the co-ordinator for the Rent and Deposit Scheme in South Lanarkshire and commends her to the support of the churches.

93. WORLD MISSION COMMITTEE

The Presbytery called for the report of the World Mission Committee which was given in by Miss M. L. Archibald, Vice-Convener.

It was unanimously agreed:

  1. The Presbytery supports the application of the World Mission Committee to the Board of World Mission for a Faithshare Partner.
  2. The Presbytery notes the forthcoming visit to Presbytery of Mission Partners Michael and Margaret Nolan from Israel [15th-25th September, 2000].
