141. INTRODUCTION OF PARISH ASSISTANT
Following devotional exercises conducted by the Rev. Karen E. Harbison and the Rev. Iain C. Murdoch, the Moderator put to Mr. Alec Govan the prescribed questions. To these he gave satisfactory answers; whereupon the Moderator, by prayer, introduced Mr. Alec Govan as Parish Assistant at Hamilton: Trinity. Mr. Govan, after having received the right hand of fellowship, was suitably addressed by the Moderator who also, in appropriate terms, exhorted the congregation.
The Clerk was instructed to forward an Extract of these proceedings to the Department of National Mission.

143. SHOTTS: CALDERHEAD ERSKINE
The Presbytery formally declared the Church and Parish of Shotts: Calderhead Erskine to be vacant and appointed the Rev. Graham L. Duffin as Interim Moderator of the Kirk Session of Shotts: Calderhead Erskine with instructions to make the prescribed intimatations.
The Presbytery proceeded to the church where the funeral service was conducted by the Moderator assisted by the Rev. Elliot G.S. Wardlaw, Minister at Bathgate: St. David's, and the Rev. James Zambonini. Mr. Wardlaw paid fitting tribute to the life and ministry of the Rev. William D. Beattie. At the close of the service those participating were thanked and the meeting was closed with prayer.

145. ADMISSION TO THE OFFICE OF READER
The Presbytery, after public worship conducted by the Moderator assisted by Mr. David J. Watt and the Rev. Shaw J. Paterson, admitted to the Office of Reader Mr. Eric Hislop according to the procedure required by the law of the Church. The Moderator presented Mr. Hislop with a copy of the Holy Scriptures and enjoined him to exercise his gifts in the service of the Church when called upon so to do.
The Clerk was instructed to inform the Board of Parish Education of this Admission.

The Rev. James Zambonini in fitting terms paid tribute to the Rev. William D. Beattie who died on 8th November 1999. The Clerk was instructed to keep the Tribute in retentis and to send a copy together with an expression of the sympathy of the Court to Mrs. Beattie.
The Moderator extended the sympathy of the Court to the Rev. David Hood on the death of his father.

The Presbytery, noting that Mr. Alec Govan, Parish Assistant at Hamilton: Trinity, is not a member of the Diaconate and thus not eligible for membership of the Court, agrees that he be granted Corresponding Membership.
The Presbytery notes receipt of an Extract Minute of the General Assembly’s Parish Re-appraisal Committee of date 16th November, 1999 concurring in the opinion of the Presbytery of Hamilton that Bellshill: Macdonald Memorial be granted permission to call a Minister on a Basis of Terminable Tenure. The Presbytery further notes the agreement of all parties to this decision.

1. REPRESENTATIVE ELDER
The Presbytery notes the appointment by the Kirk Session of Wishaw: Craigneuk and Belhaven of Mr. Hugh Hart, Nia-Roo, Cherryhill View, Larkhall, ML9 1BD, Tel. 01698 887801 as its Representative Elder.
2. EAST KILBRIDE: MOSSNEUK
The Presbytery notes that the Rev. Dr. John L. McPake has preached as the nominee of the General Assembly’s New Charge Development Committee for the charge of East Kilbride: Mossneuk, has been accepted by the congregation and subsequently appointed as Minister at East Kilbride: Mossneuk by the aforementioned Committee
The Presbytery being satisfied that there is no cause to decline or delay to sustain the appointment, hereby does sustain the appointment of the Rev. Dr. John L. McPake to the charge of East Kilbride: Mossneuk and provisionally appoints his Admission thereunto to take place on Thursday, 17th February, 2000, Presbytery to meet at 6.15pm for the Induction Service at 6.30pm, the Rev. J. Stanley Cook to be Moderator, the Rev. James H. Wilson to be Clerk, and the Rev. Kevin Mackenzie to assist the Moderator.
The Presbytery instructs the Clerk to send the Appointment and an Extract of the Presbytery’s proceedings to the Clerk of the Presbytery of Lothian.
3. REV. MARTIN JOHNSTONE
The Presbytery notes receipt of a letter from the Rev. Martin Johnstone, Minister at Bellshill: Orbiston linked with St. Andrew’s, requesting permission to demit his charge as from a date yet to be determined, on the offer of an appointment by the Board of National Mission; resolves to take up consideration of the proposed Demission at its meeting on 1st February, 2000, and instructs that the congregations of Bellshill: Orbiston and St. Andrew’s be cited to appear for their interests at the said meeting with certification that the matter will not be dealt with before 7.30pm under an Order of the Day for Vacancy Business.
The Presbytery approves the request of Hamilton South Presbyterial Council of the Guild that the Moderator, in his official capacity, attend the Annual Business Meeting of the Council within Hamilton: St. John’s Parish Church Halls on Thursday, 16th March, 2000 at 2.00pm.

The Presbytery called for the report of the Property Committee which was given in by Mr. R. Marwick, Convener.
It was unanimously agreed:
The Presbytery approves the application of Hamilton: St. John’s to carry out alterations and extensions costing £200,000 inclusive of VAT and fees based on consultant’s estimates. Permission is also given to apply for grants and loans which may be available. The concurrence of the Forward Planning Committee is noted.
The Presbytery approves the application of Coatbridge: Townhead for general remedial works costing £10,519.37 inclusive of VAT and fees based on Contractor’s estimates. Permission is also given to apply for grants and loans which may be available. The concurrence of the Forward Planning Committee is noted.
The Presbytery approves the application of Coatbridge: Old Monkland to fit entrance steps and ramp, disabled toilet and upgradings to toilet and kitchen to Church Halls at a cost of £12,390 inclusive of VAT and fees based on contractor’s estimates and the further application to repair windows and replace carpets and pew cushions in the Church at a cost of £12,923.5 inclusive of VAT and fees based on contractor’s estimates. Approval is recommended for the release of funds held by the General Trustees on behalf of the congregation. The concurrence of the Forward Planning Committee is noted.
The Presbytery approves the application of Coatbridge: St. Andrew’s to fit ramps at doors of Church at a cost of £2,012.48 inclusive of VAT. Funds are to hand. The concurrence of the Forward Planning Committee is noted.
The Presbytery approves the application of Airdrie: The New Wellwynd to refurbish the halls and toilet phased over two years costing £15,000 based on consultants estimates. Funds are to hand.
The Presbytery further approves the application by The New Wellwynd to carry out stone renovation to the Church at a cost of £250,000 based on consultant’s estimates in a phased programme. Approval is also given to apply for grants and loans which may be available. The concurrence of the Forward Planning Committee is noted.
The Presbytery approves the application by Newmains: Coltness Memorial to carry out urgent and emergency measures to make safe the protective glazing to leaded windows at a cost of £1,739 inclusive of VAT.

The Presbytery approves the application by Motherwell: South Dalziel to carry out urgent and emergency measures to eradicate an outcrop of dry rot at the Church at a cost of £6,492 inclusive of VAT. Funds are to hand. The concurrence of the Forward Planning Committee is noted.
The Presbytery approves the application from Cambusnethan: North to floodlight the Church frontage and tower at a cost of £2,300 inclusive of VAT based on contractors’ estimates subject to the approval of the Artistic Matters Committee. Funds are to hand. The concurrence of the Forward Planning Committee is noted.
The Presbytery notes the approval given by the Property Committee on the condition of the Manse of Hamilton: Gilmour & Whitehill.
The Presbytery notes that Radioactive powered signs will become subject to registration from April 2000. Due to high registration fees from that date it may well prove sensible to dispose of the signs by returning them to their makers, and to replace them with electrically powered type.
BOARD OF MINISTRY - OVERTURES
Under an Order of the Day at 7.03 p.m. the Presbytery took up consideration of the Overture anent Long-Term Ill-health of Ministers in Charge which was given in by Mr. D. Watt, Convener.
After submission, questions and discussion the Presbytery disapproved the Overture by 115 to Nil.
The Presbytery called for the report of the Forward Planning Committee which was given in by the Rev. M. Currie, Convener.
It was unanimously agreed:
1. SHOTTS: CALDERHEAD ERSKINE
The Presbytery resolves that the charge of Shotts: Calderhead Erskine should not be subject to readjustment and that leave be granted to call a Minister without restriction, subject to the concurrence of the General Assembly’s Committee on Parish Reappraisal.
2. BELLSHILL
The Presbytery notes the forthcoming vacancy at Bellshill: Orbiston linked with St. Andrew’s and, recognising the need to review the new situation which now exists in Bellshill, grants the request of the Forward Planning Committee, following consultation with the General Assembly’s Committee on Parish Re-
appraisal, to delay implementation of Presbytery’s decision of 2nd November 1999 that the congregation of Bellshill: Macdonald Memorial be permitted to call a minister on a Basis of Terminable Tenure.
PARISH RE-APPRAISAL COMMITTEE
The Presbytery notes receipt of an Extract Minute of the General Assembly’s Parish Re-appraisal Committee of date 6th December, 1999 resolving in the light of changed circumstances to recall the decision to concur with Bellshill: Macdonald Memorial being granted permission to call a Minister on a Basis of Terminable Tenure.

STRUCTURE & BALANCE OF THE CURRICULUM 5-14
The Presbytery views with concern the proposals contained in the consultation document The Structure & Balance of the Curriculum 5-14 to remove the recommended minimum time allocation to Religious & Moral Education and to allocate instead 12% or 15% to the combination of Religious & Moral Education, Personal and Social Development, and Health Education, as leading to a potential reduction in time allocation to Religious & Moral
Education. The Presbytery instructs the Clerk to convey this concern, along with a view that the 10% minimum should be retained, to the Scottish Consultative Council on the Curriculum.
The Presbytery called for the report of the Hospitals and Homes Committee which was given in by the Rev. I Greenshields, Convener.

At 7.27 p.m. it was moved and unanimously agreed to suspend Standing Orders to permit the Order of the Day for Vacancy Business to be taken at this point.

AIRDRIE: NEW MONKLAND linked with GREENGAIRS
There were laid on the Table an appointment of the Rev. Alan A. Ford to the Church and Parish of Glasgow: Springburn; an Extract Minute of the Presbytery of Glasgow thereanent of date 6th December, 1999; a Call signed by 183 Communicants and 5 Adherents; the Citation of the congregations of Airdrie: New Monkland and Greengairs returned duly served.
Parties were called, appeared and spoke.
Parties were removed.
The question was put Translate or not translate, and it was unanimously agreed to translate Mr. Ford from the Church and Parish of Airdrie: New

The Clerk was instructed to forward an Extract Minute of these proceedings to the Clerk of the Presbytery of Glasgow.
NOMINATION COMMITTEE
The Presbytery called for the report of the Nomination Committee which was given in by Mr. D. Park, Vice-Convener.
It was unanimously agreed:
The Presbytery appoints the Rev. J. Munton as Interim Moderator of the Kirk Sessions of New Monkland lw Greengairs.
The Presbytery appoints the Rev. J. Collard, Convener, and the Rev. K. Harbison together with Mr. A. McL. Sherry and Mr. J. Thomson to be the Advisory Committee in the vacancy at New Monkland lw Greengairs.
FORWARD PLANNING COMMITTEE
The Presbytery called for the report of the Forward Planning Committee which was given in by the Rev. M. Currie, Convener.
It was unanimously agreed:
The Presbytery agrees to sist proceedings in the vacancy at Airdrie: New Monkland linked with Greengairs and to await a further report from the Forward Planning Committee.

CHURCH AND SOCIAL INTERESTS COMMITTEE
Under an Order of the Day at 7.45 p.m. the Presbytery called for the report of the Church and Social Interests Committee which was given in by the Rev. L. Schluter.
Miss Schluter invited the Moderator to ask Mr. Alasdair Cameron, Co-ordinator of the Scottish Churches Housing Agency, to speak.
Mr. Cameron addressed the Court on the work of the Scottish Churches Housing Agency and was thanked by the Moderator.
